In 1903, Congress produced 3 decks for the winter holiday season: Mistletoe, Holly, and Toboggan. Since these decks were only made for one year (Mistletoe was produced until 1908), it can be difficult to complete this set. Of the three, Toboggan is the toughest deck to find. All decks have the (Hochman Encyclopedia) US6e ace of spades (Mistletoe also used US6f), and “matching” jokers. Matching jokers are the black and white image of the back design, and this series’ jokers include a fancy border.
