This list was compiled by myself and 4 other Congress collectors. Shown here are 12 of the most difficult to find Congress decks today. Some are so rare that no full decks are known. The quantities shown are estimates of 52 (or 53) card decks based on what we know to exist in the hands of collectors. There’s always a chance that another deck will pop up someday.
